An Emergency Act approving the lease or sale of the County’s interest in certain real property and the subsequent leaseback or installment purchase of said real property for purposes of financing a new emergency operations center that shall be named in honor of Fallen First Responders.
Background
This emergency legislation will approve the lease and leaseback of a new emergency operations center housing the Office of Homeland Security and the 9-1-1 emergency dispatch center located at 17321 Melford Boulevard, Bowie, Maryland 20715. County Council approval of the transaction is required by Section 2-111.01(g) of the Prince George’s County Code and Section 819 of the Charter of Prince George’s County, Maryland.
The designation of this legislation as an emergency bill is necessary to meet the County’s immediate need to finance a new emergency operations center housing the Office of Homeland Security and a new 9-1-1 emergency dispatch center to provide enhanced essential public safety services in Prince George’s County.
9/28/2010 – Prior to introduction; CB-97-2010 was amended as follows:
#1. On page 1, line 5, after “center” insert the following “that shall be named in honor of slain State Trooper Wesley Brown and Fallen First Responders”
#2. On page 2, line 7, insert the following “WHEREAS, the County desires to honor the memory of slain Trooper First Class Wesley Brown by naming the new emergency operations center as the Wesley Brown Fallen First Responders Emergency Operations Center; and”
#3. On page 3, line 2, insert the following “SECTION 6. BE IT FURTHER ENACTED that the new emergency operations center shall be named the Wesley Brown Fallen First Responders Emergency Operations Center” and insert new “SECTION 7”.
Ms. Turner offered an additional friendly amendment as follows:
Replace #2 above as follows:
#2. On page 2, line 7, insert the following “WHEREAS, the County desires to honor the memory of slain Trooper First Class Wesley Brown and all fallen first responders by naming the new emergency operations center as the Wesley Brown Fallen First Responders Emergency Operations Center; and” (motion carried)
CB-97-2010 (DR-2) was subsequently introduced.
10/26/2010 - After public hearing, CB-97-2010 (DR-2) was amended on the floor as follows:
1. On page 1 lines 5 and 6, after "of" delete the following"slain State Trooper Wesley Brown and"
2. On page 2, lines 8 and 9, after "of" delete the following "slain Trooper First Class Wesley Brown and", and on line 10 after "the" delete the following "Wesley Brown"
3. On page 3, line 7, after "the" delete the following "Wesley Brown"
CB-97-2010 (DR-3) was enacted.
