Background Necessitating Legislation:
Higher‑wage employers-particularly in technology, data‑intensive fields, aerospace manufacturing, and life sciences-require certainty and speed in evaluating potential sites. Research indicates that employers consistently prioritize locations where zoning, utilities, fiber capacity, transportation access, environmental review, permitting pathways, and incentives are clearly established.
This legislation would enable the County to assemble a set of priority sites with pre‑verified components, including:
• Permitted uses
• Utility and broadband capacity
• Transit and roadway access
• Defined development timetables
• Available state and local incentives
• Nearby workforce and educational assets
• Opportunities for laboratory, office, production, or expansion space
