A Resolution concerning Preparation of a New Sector Plan and Sectional Map Amendment (SMA) and Approval Goals, Concepts, Guidelines, and Public Participation Program for the Branch Avenue Corridor (Planning Area 76A) for the purpose of initiating an amendment to the 2000 Approved Master Plan and Sectional Map Amendment for the Heights and Vicinity Planning Area 76A and approving the Goals, Concepts, Guidelines and a Public Participation Program in order to develop a comprehensive approach to implement the recommendations of the 2002 General Plan, to ensure that future development is consistent with County policies.
Background
The Approved Fiscal Year 2007 Planning Department Work Program includes the preparation of the Branch Avenue Corridor Sector Plan and Sectional Map Amendment (SMA). The Sector Plan and SMA will amend the 2000 Approved Master Plan and Sectional Map Amendment for the Heights and Vicinity Planning Area 76A, implement the 2002 Approved Prince George’s County General Pan and the 2003 Strategic Framework for Transit-Oriented Development in Price George’s County. The sector plan will establish goals, policies and strategies to guide revitalization and redevelopment of the area in a manner that will encourage quality economic development, improve safety and enhance the quality and character of the area and its surrounding communities. In doing, so, the plan will fulfill the 2002 General Plan vision for Centers and Corridors in the developed Tier as a network of sustainable, transit-supporting mixed-use, pedestrian-oriented medium- to high-density neighborhoods. The goal of the final product will be to establish the framework for viable community change that is economically sustainable, supports community activities, and results in an improved corridor appearance and image. The plan and SMA are being prepared concurrently in accordance with Section 27-225.01.05 of the Zoning Ordinance. Approval of the resolution authorizes the Planning Board to begin preparation of the plan and approves the plan’s proposed goals, concepts, guidelines, and a public participation program.
3/6/2007: Prior to introduction, motion was made by Chair Exum, seconded by Council Member Harrington to amend Attachment A of CR-11-2007 as follows:
On page 5 under "Revitalization", change #3 to read:
"3. Identifying blighted and declining residential and commercial areas, of no larger than ten acres, for consideration as revitalization overlay areas and working with various County agencies to create and implement programs and policies for these areas.
On page 6 under "Urban Design", add #7 as follows:
"7. Strategies to encourage low-impact stormwater management."
Motion carried 9-0.
