Background Necessitating Legislation:
Prince George’s County continues to face affordability challenges, particularly in neighborhoods where small landlords play a critical role in maintaining naturally occurring affordable housing. Many of these landlords operate only a limited number of rental units and often lack access to resources needed to maintain properties, preserve affordability, and remain financially stable amid rising costs, unexpected repairs, and market pressures.
Currently, the County provides assistance programs primarily focused on homeowners, such as HRAP and HOPP. No comparable program exists for small landlords, leaving a significant gap in support for preserving affordable rental housing. Without intervention, small landlords may be forced to sell their properties, potentially leading to displacement, loss of affordable units, or redevelopment that does not meet community affordability needs.
A Small Landlord Preservation Grant Program would offer grants and low‑interest financing to landlords who own a limited number of rental units and commit to preserving affordability for a specified period. This initiative would stabilize both small‑scale property owners and the tenants they serve, prevent the loss of affordable units, and support long‑term housing security for County residents. The program could be administered through the Department of Housing and Community Development (DHCD) and coordinated with existing affordability strategies.
