Background Necessitating Legislation:
The public has a strong and inherent interest in understanding how effectively County government performs its responsibilities. Increasing transparency enables residents to hold government accountable, and regularized performance reporting will improve budgetary decision-making, legislative oversight, and resource allocation.
Currently, the County lacks a consistent, Council‑established set of performance reporting protocols, hindering long‑term evaluation of agency operations. A dedicated workgroup comprised of representatives from the County Council, County Executive, and public will provide a structured mechanism to assess existing reporting practices, identify deficiencies, and propose improvements that enhance government accountability.
Section 506 of the Prince George’s County Charter authorizes temporary advisory boards to assist in evaluating County policies and programs, providing clear authority for creating this Workgroup.

Background
This resolution will establish a nine-member Government Transparency, Performance, and Accountability Workgroup to consider and make recommendations to the County Council on improving the performance reporting protocols for County agencies. The Workgroup will consult with appropriate agency personnel and may call upon additional staff and other subject matter experts, as needed, to provide expertise on certain issues and recommendations. It will study and make findings and recommendations on the following matters related to agency performance reporting: (1) quantitative data points to be reported by each agency; (2) qualitative support for the recommended data points; (3) the frequency of recommended reporting; (4) the most effective means of making performance data available to the public; and (5) any other matters that will improve government accountability, both internally and externally.
