Background Necessitating Legislation:
There appears to not be enough commercial real estate owners that are Prince George’s County residents.
Prince George’s County residents have concerns about commercial real estate and their uses.
Prince George’s County residents do not have proper real estate literacy as it relates to owning spaces for production and retail; commercial real estate.
Residents within our county need to have internal owners that own spaces such as town centers with meaningful stores, office spaces, etc.
With this comes the need for commercial real estate literacy for all Prince George’s County residents.

To direct the Economic Development Corporation to Design an “Own the Block” course which teaches fundamental principles of commercial property ownership for Prince George’s County. Key themes of the courses can include:
Catalogues for commercial properties
Teaching how to propose property acquisitions for grant funding opportunities
Teaching residents how to raise capital funds; etc.

Background
This resolution will implement an item in the Fiscal Year 2027 budget by directing the Prince George’s County Economic Development Corporation to develop and offer an educational program to County residents on the fundamentals of commercial real estate investment. The program will include information for residents on: identifying commercial properties for investment; financing commercial real estate, including raising capital funds and identifying and applying for loan and grant funding; negotiation and closing the purchase of commercial real estate; commercial real estate regulation and permitting requirements; and management of commercial property.
