Background

This proposed legislation addresses water and wastewater assets as it relates to contractors and subcontractors. Prince George's County is concerned with the maintenance and operation of water and wastewater treatment and conveyance systems which is vital to ensuring the protection of water quality and clean drinking water.  There are public water and wastewater systems in the County that present serious risks to the integrity of drinking water and the environment because of issues such as infrastructure systems, contractor issues, and damage to infrastructure so severe that it is beyond governmental capacity to restore. In order to ensure the protection of drinking water, the County will address these threatened water and wastewater assets to a capable private or public entity with the financial resources and expertise to improve management, operation and continued maintenance of the assets.
