Background
Section 819 of the Charter requires County Council approval, by resolution upon notice and public hearing, of all multi-year contracts exceeding $500,000.00 in the aggregate, and of any increase to Council-approved funding for such contracts. The Department of Public Works and Transportation (DPW&T) administers the County's snow and ice control program through contracted snow removal contractors. DPW&T has identified three existing snow and ice control contracts (Attachment A) that require modification to exercise an available option year, with each modification raising the contract's cumulative ceiling above $500,000.00: LJ Enterprises (CW63486), from $405,324 to $660,648; Benny's Exterior (CW63496), from $459,743 to $769,486; and Capital Transmission (CW63490), from $495,396 to $840,792. In addition, DPW&T has identified two existing multiyear contracts for transportation services (Attachment B) which previously approved Council funding is insufficient to meet Fiscal Year 2027 requirements: Zenobe Americas EV Asset Co LLC (CW65468), requiring $240,000.48 in additional funding above the previously approved $160,000.00; and the Howard County MOU (CW60802), requiring $940,774.00 in additional funding above the previously approved $1,378,000.00. This resolution approves the contract modifications in Attachment A and the increased funding in Attachment B and authorizes the County Executive to make non-substantive modifications necessary to finalize them.
