A Resolution supporting the recommendations of the 2009 Joint Base Andrews Naval Air Facility Washington Joint Land Use Study (JLUS) and establishing the JLUS Implementation Committee
Background
On September 11, 2007, the County Council adopted CR-61-2007, which authorized the development of the Andrews Air Force Base Joint Land Use Study (JLUS) to provide recommendations on the regulation of land uses and development in areas exposed to above average accident potential and noise levels. Utilizing the Office of Economic Adjustment’s JLUS guidelines, a Technical Committee and Policy Committee were formed to create the JLUS. The two committees worked between September 2008 and October 2009 to develop recommendations for compatible development in the base’s Accident Potential Zones (APZ 1 and APZ II) and noise zones. Regulating land uses and mitigating noise impacts within these zones are critical issues from the perspective of public health, safety, and welfare and from the major focus of the JLUS.
A key JLUS study recommendation is the establishment of a Task Force to provide oversight, direction, and assistance in obtaining resources necessary to facilitate implementation of the JLUS recommendations. This resolution supports the recommendations of the 2009 JLUS and establishes the JLUS Implementation Committee.
