Title A Resolution concerning the Washington Suburban Sanitary Commission for the purpose of modifying the System Development Charge (SDC) by providing methods and procedures by which the System Development Charge Exemption for youth facilities is to be implemented. Background State enabling legislation authorizing the System Development Charge (SDC) fee provides that the two Councils shall meet annually to discuss and approve the SDC fee. The Councils met on May 10, 2007, and the Prince George’s County Council adopted CR-35-2007 modifying the SDC. This resolution seeks to amend the adopted SDC, pursuant to House Bill 667, Chapter 423, Laws of Maryland 2007, to establish exemptions for properties used exclusively for programs and services for youth which are owned by community-based organizations that are exempt from taxation under 501(c)(3) of the Internal Revenue Code subject to $80,000 limit. It will be effective upon the approval of both County Councils.
