Background Necessitating Legislation:
Prince George’s County’s existing erosion and sediment control review process requires multiple phased submissions (concept, site development, and final plans), each reviewed separately by the Prince George’s Soil Conservation District. This multi-phase system can extend project timelines and complicate coordination with stormwater management requirements.

The proposed legislation consolidates these phased reviews into fewer, streamlined phases when requested by an applicant, provided all necessary plan information is submitted. This change improves efficiency, reduces administrative burden, and supports more integrated and comprehensive oversight of erosion, sediment control, and stormwater management practices.

This modernization aligns the County’s process with best-practice standards and reinforces protections for natural resources, sensitive areas, public health, and safety.
