Title An Act concerning Subpoenas for the purpose of authorizing the Personnel Board to issue subpoenas regarding the subject of any appeal before the Personnel Board; and generally relating to the Personnel Board. Background The purpose of this legislation is to authorize the Personnel Board to issue subpoenas regarding the subject of any appeal before the Personnel Board. Charter Section 1012 provides that the County Council shall have the power to administer oaths, to compel the attendance of witnesses, and to require the production of records and other materials in connection with any investigation, inquiry, or hearing authorized by law or by the Charter. The County Council may delegate these powers. This legislation delegates the County Council’s subpoena authority to the Personnel Board.
