AN ACT CONCERNING SOLID WASTE DISPOSAL - COMMERCIAL RECYCLING AND FOOD SCRAP COMPOSTING for the purpose of clarifying and expressly providing that hotels, motels and gas stations are commercial establishments subject to the County recycling program; providing specifications for recycling containers; expanding reasonable access to the County recycling program; providing for the update of commercial recycling plans; enhancing the education of commercial recycling and County government recycling; and enhancing the incentive for food scrap composting; and generally regarding recycling, food scrap composting, and solid waste disposal.

 

Background

This recycling bill pertains to commercial recycling and food scrap composting.  The bill clarifies and expressly provides that hotels, motels and gas stations are commercial establishments subject to the County recycling program. The bill provides specifications for recycling containers and provides for expanding reasonable access to the County recycling program; provides for the update of commercial recycling plans; and enhances the education of commercial recycling and County government recycling. The Department of the Environment is required to expand the food scrap composting program to fully utilize the expansion of the Gore Composting System and the Organics Composting Facility.
