Title

A RESOLUTION CONCERNING PROJECT LABOR AGREEMENTS for the purpose of expressing the Prince George’s County Council’s support for the execution of Project Labor Agreements by the Prince George’s County Executive on County-funded construction projects.

Background

The Council enacted CB-16-2011 on November 15, 2011, to amend the County Code to allow the use of Project Labor Agreements on County construction projects in excess of $1,000,000.  The bill required that the County shall have a goal of at least one Project Labor Agreement project in FY '12 and shall have a goal of at least two Project Labor Agreement projects beginning FY '13 and in each fiscal year thereafter.  Since the enactment of CB-16-2011, the County Executive has executed only one Project Labor Agreement on a County construction project.  The proposed legislation expresses the Council's support for the execution of Project Labor Agreements by the County Executive on County-funded construction projects.
