Title A Resolution amending the Prince George’s County “Annual Action Plan: FY 2009” to serve as the application for funding under the Neighborhood Stabilization Program to assist the County in the purchase and redevelopment of abandoned and foreclosed homes Background This Resolution approves an amendment to the “Annual Action Plan: FY 2009” to enable the County to receive $10,883,234 in Neighborhood Stabilization Program (NSP) funding. The NSP program is established under Title III of Division B of the Housing and Economic Recovery Act of 2008, which appropriates funding for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties. It also provides that, with certain exceptions, NSP grants are to be treated as Community Development Block Grant funds. To expedite the award of NSP funding, the Federal Notice at 73 Fed. Reg. 58,330 (Oct. 6, 2008) allows a comment period of no fewer than 15-days for substantial amendments, waiving the 30-day comment period requirement.
