Background

This bill proposes an amendment to Section 603 of the Charter of Prince George's County to provide that the Council may not authorize the County Purchasing Agent to negotiate extensions of existing contracts for garbage and refuse collection, without competitive bidding. The bill also provides that specified single purchases or contracts shall be made from or let by sealed proposals or bids publicly opened under specified circumstances by the County Purchasing Agent or his authorized designee, and provides that no specified purchase or contract shall be made or awarded within a period of two weeks from the date of the public opening of bids.
