Title

Proposed correspondence to Alvin Thornton, Ph.D., Chair, Board of Education, regarding their Operating Budget Final FY 2019 Transfer Request.

 

Background

The Prince George’s County Council approved the Board of Education’s (BOE) final Operating Budget transfer between major expenditures categories for FY 2019.   The BOE requests authority to transfer funds between major expenditure categories to comply with State Law ensuring expenditures do not exceed appropriated balances. 

 

This was originally approved by the Board of Education in September 2019.  It was not appropriately submitted to County Council at that time due to an oversight.  When the error was discovered in February 2020, the document was submitted.  However, County staff asked PGCPS to temporarily withdraw the request due to delays in public meetings related to the COVID-19 office closures.

 

It is the Council’s understanding that the grant portion of the Special Education Major Category expended beyond budget.  The restricted portion of this Category was insufficiently budgeted to meet actual grant expenditures and a transfer was necessary from the Reserve for Future Grants.  Also, a technical error within the Board of Education’s prior consideration and approval of this transfer request was noted by the School System administration staff and has been corrected.

 

The transfer request increases funding in the following major categories: Instructional Salaries, Textbooks & Instructional Materials and Operation of Plant.  These increases in expenditure funding are offset by savings identified in the following categories:  Administration, Mid-Level Administration, Other Instructional Cost, Special Education, Student Personnel Services, Health Services, Student Transportation Services, Maintenance of Plant, Fixed Charges, and Community Services.
