Title: AN ACT CONCERNING SMALL LANDLORD PRESERVATION GRANT PROGRAM for the purpose of establishing the Small Landlord Preservation Grant Program; providing County assistance to small landlords to support affordable rental housing; providing that assistance from the Small Landlord Preservation Grant Program is subject to the availability of funds subject to allocation from the County budget and any other funding sources; providing that the Department of Housing and Community Development shall administer financial assistance awards from the Small Landlord Preservation Grant Program and will establish an application process, award procedures, and other regulations necessary to implement the Small Landlord Preservation Grant Program and will publish and transmit to the County Council and the County Executive an annual report no later than June 30th of each fiscal year; and generally relating to the Small Landlord Preservation Grant Program.

Background Necessitating Legislation:
Prince George’s County continues to face affordability challenges, particularly in neighborhoods where small landlords play a critical role in maintaining naturally occurring affordable housing. Many of these landlords operate only a limited number of rental units and often lack access to resources needed to maintain properties, preserve affordability, and remain financially stable amid rising costs, unexpected repairs, and market pressures.

Currently, the County provides assistance programs primarily focused on homeowners, such as HRAP and HOPP. No comparable program exists for small landlords, leaving a significant gap in support for preserving affordable rental housing.
