A RESOLUTION CONCERNING THE PUBLIC FACILITIES AND TRANSPORTATION AND MOBILITY ELEMENTS OF THE PRELIMINARY WEST HYATTSVILLE-QUEENS CHAPEL SECTOR PLAN for the purpose of identifying inconsistencies between the Preliminary West Hyattsville-Queens Chapel Sector Plan and existing or proposed State or County facilities; and approving the inclusion of any new public facility proposals prior to the adoption of the sector plan by the Prince George’s County Planning Board of the Maryland-National Capital Park and Planning Commission.
Background
Title 21 of the Land Use Article, Annotated Code of Maryland, requires the District Council and the County Executive to review preliminary sector plans prior to adoption by the Planning Board. This review enables the two County bodies to identify inconsistencies between the plan and existing or proposed public facilities, including roads, highways and transit facilities. Should an inconsistency be found, the District Council (by resolution) directs the Planning Board on how to accommodate or eliminate the inconsistency within the draft plan. Responses from the County Executive and District Council are due within sixty (60) days of transmittal, pursuant to Sec. 27-3502 of the County Code.
Here, recommendations of the Public Facilities and Transportation and Mobility Elements within the preliminary sector plan were transmitted by the Planning Board on April 28, 2025. Upon review of the respective proposals, the Executive Branch submitted their comments regarding the plan’s proposed public facilities and transportation elements, by letter dated August 8, 2025. That review identified no inconsistencies between existing and proposed facilities. Accordingly, this Resolution reflects the Council’s acknowledgement of that determination by the Executive Branch and approves the inclusion of same for consideration and action by the Planning Board in September 2025.
