Title

A RESOLUTION CONCERNING MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION for the purpose of approving a certain transfer of appropriations within the Recreation Fund of the Approved Fiscal Year 2026 Operating Budget of the Maryland-National Capital Park and Planning Commission; and directing the restoration of low-priority project funding to the Administration Fund to ensure the immediate and long-term stability of critical operations and programs.

 

Background

This resolution approves amendments to the Recreation Fund within the FY 2026 Operating Budget for the Maryland-National Capital Park and Planning Commission (M-NCPPC). Specifically, this resolution amends the approved project charge funding for four organizations providing recreation programming within Prince George’s County to reflect the changing needs of these organizations.

On May 29, 2025, the County Council, by the approval of CB-055-2025, adopted the M-NCPPC FY 2026 Operating Budget. The adopted budget set aside $14.7 million from the Recreation Fund to support community-based recreation programming through project charges to eligible organizations. In response to changes in the community's recreation needs, the Council proposes reallocating project charge resources by increasing funding to Local Initiatives Support Corporation ($250,000), the Community on the Frontline: Day Camp Program ($150,000) and the Boris L. Henson Foundation, Joy Labs D7 ($100,000). The proposed reallocation eliminates funding for the following organizations: Nu Momish ($250,000), Diplomatic Perspective ($150,000) and The Heights CDC: Town of District Heights ($100,000).
