Title
A RESOLUTION CONCERNING HOUSING AND COMMUNITY DEVELOPMENT ANNUAL ACTION PLAN:  FY 2013 for the purpose of amending the Annual Action Plan for Housing and Community Development:  FY 2013 and approving the reprogramming of $1,079,233 in HOME Investment Partnership ("HOME") funds from the FY 2007, FY 2008, FY 2009, FY 2010, FY 2011, and FY 2012 Annual Action Plans to the "My HOME" program, an existing FY 2013 Annual Action Plan Homebuyer activity.

Background
This resolution will amend the Annual Action Plan for Housing and Community Development: FY 2013 and approve the reprogramming of $1,079, 233 in HOME Investment Partnerships ("HOME") funds from the FY 2007, FY 2008, FY 2009, FY 2010, FY 2011 and
FY 2012 Annual Action Plans to add funding to the "My HOME" program, an existing FY 2013 Annual Action Plan Homebuyer activity. The My HOME program will use the funding to provide down payment and closing cost assistance to approximately 130 additional eligible low-income homebuyers. This resolution requires a minimum of one public hearing under the "County Citizen Participation Plan: FY 2011-2015" because it changes the use of HOME funds from one activity to another and changes the purposes of activities.
