Proposed letter to Segun C. Eubanks, Ed.D., Chair, Prince George's County Board of Education, regarding the FY 2016 Board of Education Budget Reconciliation.
Background
The Board of Education’s FY 2016 Approved Budget reconciliation request appropriation transfers of $37,817,425 between major expenditure categories. The transfer request includes the School System’s Chief Executive Officer’s recommended reconciliation actions. The Board of Education’s total budget does not change from the FY 2016 County approved level of $1,833,067,725 as a result of the transfer request.
The Board of Education made a joint request to the County Executive and the County Council on June 30th to appropriate $8,500,000 from their Fund Balance to be used as revenue for FY 2016 and to transfer appropriated funds between their fifteen State mandated major expenditure categories. The request to appropriate their Fund Balance to be used for FY 2016 will be considered at a later date.
The transfer request increases funding in eight (8) of the fifteen categories. Funds are primarily being moved to the Mid-Level Administration, Instructional Salaries, Other Instructional Costs, Special Education, Operation of Plant, Fixed Charges, Food Services, and Community Services. The main reason for the transfers is to provide funding for school based resources, funds for employee compensation, funds to support student needs, and continued investment in innovation. These additional expenditures are offset by reduced allowances for seven (7) major categories: Administration, Textbooks and Instructional Materials, Student Personnel Services, Health Services, Student Transportation Services, Maintenance of Plant, and Capital Outlay.
