A RESOLUTION CONCERNING DMV MOVES REGIONAL TRANSIT INVESTMENT AND ACTION PLAN for the purpose of endorsing the DMV Moves Regional Transit Investment and Action Plan, (“DMV Moves Plan”) and supporting its vision for a reliable, integrated, and financially sustainable regional transit system.

 

Background

This Resolution endorses the DMV Moves Regional Transit Investment and Action Plan (DMV Moves Plan) and supports its vision for a reliable, integrated, and financially sustainable regional transit system. The Metropolitan Washington Council of Governments and the Washington Metropolitan Area Transit Authority jointly developed DMV Moves as a long term vision and sustainable funding framework for public transit in the National Capital Region. On November 17, 2025, the Boards of the Metropolitan Washington Council of Governments and the Washington Metropolitan Area Transit Authority endorsed the DMV Moves Plan, recognizing the need for coordinated regional action to sustain and modernize transit systems and acknowledging that public transit is essential to Prince George’s County’s economic vitality, workforce mobility, environmental sustainability, and equitable access to opportunity. The DMV Moves Plan establishes a 25 year regional investment framework to address capital and operating needs, modernize rail and bus systems, improve service integration, and secure predictable and sustainable funding. The DMV Moves Plan calls for coordinated action by federal, state, and local partners to address inflation related funding erosion, expand access to federal funding opportunities, and advance regional transit priorities that directly benefit Prince George’s County residents.
