Title

AN ACT CONCERNING SENIOR CO-HOUSING EXPANSION PROGRAM for the purpose of establishing a program to increase the use of County real property and financial resources to increase the availability of senior co-housing; providing for the administration of the program by the Redevelopment Authority; identifying funding sources for the program; requiring certain annual reporting; and generally relating to senior housing expansion.

 

Background

This bill would create a Senior Co-housing Expansion Program, administered by the Redevelopment Authority in conjunction with other County agencies, focused on increasing the supply of affordable housing for older adults with an emphasis on design and construction techniques, including shared common areas, that foster communal bonds among residents and maintenance of social connections. It would prioritize the use of vacant or underutilized properties, and would allow the Redevelopment Authority to develop the properties on its own, or facilitate the development of senior co-housing by other public and private developers. The bill provides for various funding sources, and the Program would be a way to leverage financing through the National Infrastructure Bank, should that be authorized by Congress. The bill also includes annual reporting to the County Council and County Executive on program activities.
