A RESOLUTION CONCERNING HOUSING AND COMMUNITY DEVELOPMENT ANNUAL ACTION PLAN:  FISCAL YEAR (FY) 2016 for the purpose of approving and adopting the Prince George's County Fiscal Year (FY) 2016 Annual Action Plan for Housing and Community Development consisting of federal programs, including their federal funding applications which, along with other resources, serve to implement housing and community development strategies set forth in the County's FY 2016-2020 Consolidated Plan.
 
Background
This legislation will approve and adopt the Prince George's County Fiscal Year (FY) 2016 Annual Action Plan for Housing and Community Development.  The Annual Action Plan consists of federal programs, including their federal applications which, along with other resources, serve to implement housing and community development strategies set forth in the County's FY 2016 - 2020 Consolidated Plan, adopted by CR-8-2015.  The Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) as a prerequisite for consideration of the funding applications.  The funding applications are for the following Federal entitlements:  Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG).  The County expects to receive a sub-grant of Housing Opportunities for Persons with AIDS (HOPWA) funds from the District of Columbia Department of Health, HIV/AIDS Administration, the formula grantee of the Washington, D.C. Eligible Metropolitan Statistical Area.
