Background Necessitating Legislation:
This bill will strengthen the County's existing Re-entry Employment Incentive Program by increasing the financial incentives available to employers that hire returning citizens into qualifying positions. Specifically, the legislation increases the reimbursement rate from $5.00 to $10.00 per hour, raises the minimum qualifying wage from $15.00 to $25.00 per hour, establishes reimbursement payments every six months following a ninety-day probationary period, creates a dedicated nonlapsing program fund for employer reimbursements, and adjusts annual reporting requirements. These modifications are intended to encourage greater private-sector participation in hiring returning citizens, promote long-term employment, reduce recidivism, and improve economic outcomes for individuals reentering the workforce after incarceration.
