Title A Resolution concerning Anacostia Trails Heritage Area Management Plan: A Functional Master Plan for Heritage Tourism for the purpose of approving an amendment to the Management Plan allowing for the transfer of official management for the Anacostia Trails Heritage Area’s tourism programs from the Redevelopment Authority of Prince George’s County to Anacostia Trails Heritage Area, Inc. Background This resolution will approve the revision of the Anacostia Trails Heritage Area Management Plan: A Functional Master Plan for Heritage Tourism approved by CR-47-2001. This revision will make Anacostia Trails Heritage Area, Inc. (“ATHA, Inc.”) the official management entity for the County’s heritage area in keeping with most of the other heritage areas within the State. Under the current Management Plan, the Redevelopment Authority is designated as the management entity. ATHA, Inc., a non-profit heritage tourism agency currently administers most of the heritage areas’ functions through its Board of Directors, which has requested a revision to the Management Plan allowing for separation of the Anacostia Trails Heritage Area (“ATHA”) from County oversight, to become an independent, stand-alone entity. ATHA, Inc. has increasingly shown its ability to function autonomously by setting goals, developing a new strategic plan, hiring staff and reinventing itself as an independent and self-sufficient entity. This change in management will also be in keeping with the structure of other heritage areas throughout the State of Maryland. ATHA’s primary source of funds is through the Maryland Heritage Area Authority Annual Operating Grant. These funds are of a pass through nature for the County. No administrative fees are received as a result of the County’s administration of ATHA. The Redevelopment Authority endorses the proposed revision of the Management Plan.
