A RESOLUTION CONCERNING CONTRACT APPROVALS for the purpose of approving a multi-year Memorandum of Understanding (MOU) to clearly allocate the Board of Education of Prince George’s County’s (PGCPS), Prince George’s County’s (the County), the Interagency Commission on School’s (IAC), and the Maryland Stadium Authority’s (MSA) roles, rights and responsibilities with respect to funding and oversight for the PGCPS’s Public-Private Partnership for the Design, Construction, Financing and Maintenance of the County’s Alternative Construction Financing Package (the Phase 2 Project).
Background
Pursuant to Section 819 of the Charter for Prince George's County, Maryland, the County Council must approve, by Resolution, all multi-year contracts exceeding an aggregate of five hundred thousand dollars ($500,000.00).
The Prince George’s County Board of Education voted on the Alternative Construction Financing Project at its June 27, 2024 school board meeting. A Memorandum of Understanding co-signed by the County Executive and the Council Chair, accompanied by a Transmittal letter and Resolution, is a required part of approving the Phase 2 Project multi-year MOU between the Parties.
Other Relevant Information
On October 31, 2022, PGCPS issued RFQ (No. DCP001-23, Public-Private Partnership for Blueprint Schools Phase II: Design, Construction, Financing, and Maintenance of Six Prince George’s County Public Schools) to respondents that were short-listed from the RFQ.
On September 7, 2023, the selected proponent was identified. The selected proponent under the RFP will enter into a public-private partnership agreement with PGCPS. As part of the agreement, PGCPS, IAC, MSA, and the County, will enter into an MOU to allocate the roles, rights, and responsibilities with respect to the funding and oversight of the ACF/Public-Private Partnership (Phase 2 Project).
The fiscal impact will be provided by the Office of Management and Budget.
