Title

AN ORDINANCE CONCERNING DEVELOPMENT STANDARDS - OFF-STREET PARKING AND LOADING for the purpose of increasing the minimum number of required off-street parking spaces for apartment housing for elderly or physically disabled families.

 

Background

This bill amends County development standards by increasing parking requirements for group living facilities serving elderly and physically disabled families. These facilities, identified in the Zoning Ordinance as “apartment housing for elderly or physically handicapped families”, serve occupants aged 55 or older or those families in which the head of the family is physically disabled. The development standards for these facilities set the minimum number of parking spaces based on the proposed number of beds at the facility. This bill increases that minimum from 1 space per 4 beds to 1 space per two beds. As a result (for example) an applicant proposing a 200-bed facility for elderly or physically handicapped families would have to provide 100 rather than 50 off-street parking spaces.
