An Act authorizing the County to utilize speed monitoring systems pursuant to Section 21-809 of the Transportation Article of the Annotated Code of Maryland
Background
This legislation will authorize the County to install and utilize speed monitoring systems to enforce the speed limit on roads within the County.
Chapter 500, 2009 Laws of Maryland authorized the use of photographic speed monitoring systems by all counties and municipalities in the State. The State law requires that the use of a speed monitoring system by a local jurisdiction be authorized by local law enacted after reasonable notice and a public hearing. Procedures for the maintenance and operation of speed monitoring systems, and for the issuance of civil citations are set forth in the Transportation Article of the Annotated Code of Maryland. The State law also requires that local authorizing legislation provide that for a period of at least 30 days after the first speed monitoring system is placed in the local jurisdiction, a violation recorded by any speed monitoring system in the local jurisdiction may be enforced only by the issuance of a warning.
