Title An Act amending the provisions of the method of setting the compensation of the County Executive and Members of the County Council to prevent the increase in compensation levels in any fiscal year in which there is no increase in the base compensation level of General Schedule employees. Background The proposed legislation will amend the provisions under which automatic salary adjustments for the County Executive and members of the County Council will be made. The provisions of Article III, Section 35 of the Maryland Constitution provides that “nor may the salary or compensation of any public officer be increased or diminished during his term of office . . .” Accordingly, any change to the existing formula will not take effect until the beginning of the new terms of office in December, 2010. The proposed legislation will preclude any automatic salary adjustment in any fiscal year in which the salary rates for the General Schedule are not increased. THIS BILL WAS NOT ENACTED.
