A RESOLUTION CONCERNING MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION - GROUND LEASE AGREEMENT WITH PRINCE GEORGE’S COUNTY, MARYLAND AT THE NATIONAL HARBOR for the purpose of approving, by legislative action of the District Council in accordance with State law, a Ground Lease Agreement between Prince George’s County, Maryland and the Maryland National Capital Park and Planning Commission.

 

Background

On July 18, 2024, the Prince George’s County Planning Board granted approval of a long-term lease of Maryland-National Capital Park and Planning Commission (“M-NCPPC”) owned property at the National Harbor for the development of the new Prince George’s County Public Safety Building.

 

The Annotated Code of Maryland, Land Use Article § 17-204(a)(2) requires that leases on property owned by M-NCPPC in excess of twenty years shall be approved by the Prince George's County Council. The proposed lease has a forty-year initial term with two ten-year renewal options.
