Title

A RESOLUTION CONCERNING CONTRACT APPROVALS for the purpose of approving a multi-year financing agreement to fund emergency communication equipment and public safety vehicles and equipment for multiple County agencies.

 

Background

This legislation will authorize the County to issue debt for three purposes. First, the County needs to replace nearly 7,000 9-1-1 radios that were purchased in 2009 by issuing up to $70 million in debt. These radios are essential for maintaining public safety communication operability. The radios have reached the end of their useful life, and the Office of Homeland Security has indicated that it is no longer able to obtain parts or software updates for the existing radios. This debt will be repaid over ten years. Second, the County annually acquires public safety vehicles and equipment for various public safety agencies and would issue up to $30 million for this purpose. This debt will be repaid over seven years. Third, the County is authorized to issue up to $20 million for future unanticipated capital expenditures.
