Title

AN ACT CONCERNING VIDEO LOTTERY FACILITY LOCAL IMPACT GRANT SPECIAL REVENUE FUND for the purpose of establishing a Video Lottery Facility Local Impact Grant Special Revenue Fund; specifying the purposes and uses of the Fund; providing for the financing and administration of the Fund; and generally providing for the Fund.

 

Background

Pursuant to the Annotated Code of Maryland, State Government Article, Sec. 9-1A-27, the County shall receive local impact grant funds from the proceeds of video lottery terminals at video lottery facilities.  The local impact grant funds shall be used pursuant to Sec. 9-1A-31(b) for improvements primarily in the communities in immediate proximity to the video lottery facility and may be used for the following purposes:  infrastructure improvements; facilities; public safety; sanitation; economic and community development, including housing and other public services and improvements.  In the County, forty percent (40%) of local impact grants shall be used to address infrastructure needs related to Maryland Route 210.  The proposed legislation establishes a non-lapsing Video Lottery Facility Local Impact Grant Special Revenue Fund (“Fund”).  The revenue paid into the Fund shall be dedicated to and appropriated only for those purposes set forth in Sec. 9-1A-31 and financed from the revenue generated from the local impact grant.
