Title

AN ACT CONCERNING CRITICAL WORKFORCE HOUSING ASSISTANCE PROGRAM for the purpose of establishing the Critical Workforce Housing Assistance Program within the Housing Investment Trust Fund; providing eligibility standards for participation in the Program; providing for the assistance to be offered in the Program; providing for the application and approval process for Program assistance; and generally regarding the Housing Investment Trust Fund.

Background

This bill would add a new Critical Worker Housing Assistance Program within the Housing Investment Trust Fund to provide homebuying assistance to teachers and public safety workers in the County in the form of zero-interest or interest deferred loans. The Program would provide an additional recruitment and retention tool for hard-to-fill positions and help ensure that the workers are able to purchase homes in the communities that they serve. The bill provides criteria for eligibility and financial assistance under the Program, and empowers the Director of the Department of Housing and Community Development to administer the Program.
