A Subdivision Bill temporarily precluding the filing of new applications for preliminary plans of subdivision for properties in the O-S Zone in the Rural Tier until new development standards can be established to implement growth management and preservation policies within the O-S Zone
Background
The Approved General Plan (2002) established three policy areas in the County: Developed, Developing and Rural Tiers. The growth objective of the Plan is that 33 percent of the County’s residential growth over the next 25 years is to be located in the Developed Tier, 66 percent in the Developing Tier, and one percent in the Rural Tier.
The General Plan states: “the vision for the Rural Tier is protection of large amounts of land for woodland, wildlife habitat, recreation and agriculture pursuits, and preservation of the rural character and vistas that now exist.”
The County Council plans to develop a comprehensive policy on development in the O-S Zone in the Rural Tier. This legislation amends Subtitle 24, Subdivision Regulations, to preclude the filing of new applications for preliminary plans of subdivision in the O-S Zone in the Rural Tier until such time as a comprehensive policy is developed.
