Proposed correspondence to Mr. Thomas Brandt, Chair, Maryland Sports Wagering Application Review Commission (SWARC) regarding MGM National Harbor Sports Wagering Application Approval and Minority Inclusion.
Background:
Maryland’s sports wagering laws are set forth in the Maryland Annotated Code at State Government Article, §§ 9-1E-01, et seq. (“Sports Wagering Law” or “SWL”). The Maryland Lottery and Gaming Control Commission approved proposed operational and licensing regulations for the sports wagering program on July 15, 2021. The proposed regulations were approved by the Maryland General Assembly’s Joint Committee on Administrative, Executive, and Legislative Review (AELR) on August 5, 2021 and were published in the Maryland Register on August 27, 2021. The regulations are in effect on an emergency basis from August 5, 2021 through January 25, 2022.
On October 6, 2021, the Maryland Lottery and Gaming Control Commission (MLGCC) held a qualification hearing on the application of MGM National Harbor, LLC for a Sports Wagering Facility License. MGM National Harbor is one of the five applications forwarded to the Sports Wagering Application Review Commission (SWARC) which reviews and awards the licenses. The next SWARC meeting is scheduled on November 18, 2021. Once the SWARC makes the awards, the MLGCC issues the licenses.
