Background
The Board of Education transmitted their FY 18 Approved Budget Reconciliation Transfer Request to the Council for consideration on September 12, 2017.
The FY 2018 Approved Operating Budget for the Board of Education (BOE) totals $1,975,443,500, an increase of $42,964,400, or 2.2%, over the BOE’s Revised Approved Operating Budget for FY 2017. The BOE’s Approved Operating Budget is funded by Federal, State, County and Board Source revenues. The approved County source revenue to fund the BOE’s Budget is $739,181,200, an increase of $39,733,100, or 5.7%, over last year’s contribution. The FY 2018 contribution exceeds the Maintenance of Effort requirement by $30,096,987.
School System staff provided itemized details of the reconciling adjustments by major revenue and expenditure categories. The transfer request realigns expenditure appropriations by providing an increase in funding within five (5) major expenditure categories: Textbooks and Instructional Materials, Other Instructional Costs, Health Services, Fixed Charges and Community Services. To balance the realignment, expenditure appropriations are requested to be reduced within the following nine (9) major expenditure categories: Administration, Mid-Level Administration, Instructional Salaries, Special Education, Student Personnel Services, Student Transportation Services, Operation of Plant, Maintenance of Plant, Food Services Subsidy.
