Title An Act establishing a Disadvantaged Business Enterprise (DBE) program to assist disadvantaged entrepreneurs in performing work for the County under certain circumstances and amending the competitive sealed bidding threshold for the cost of goods and services in procurement contract awards Background This legislation directs the Purchasing Agent for the County to establish a Disadvantaged Business Enterprise (DBE) program that encourages and supports the participation in certain contracts of companies owned and controlled by socially and economically disadvantaged individuals. This legislation will also correct an inadvertent omission from CB-23-2005, which amended the threshold for awarding procurement contracts by competitive sealed proposal and simplified small purchase, but did not for competitive sealed bidding.
