A RESOLUTION CONCERNING MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION for the purpose of transferring certain appropriations between certain projects in the Fiscal Year 2015 Capital Budget for the Department of Parks and Recreation.
Background
This resolution provides a Maryland-National Capital Park and Planning Commission capital budget transfer in the amount of $650,000 and a budget amendment in the amount of $129,000 for improvements at Largo Town Center Park. Pursuant to Land Use Articles §18-108 and §18-109, the Commission must seek Council approval of budget transfers exceeding ten percent of the project’s total budget. The Prince George’s County Planning Board approved these changes on December 11, 2014.
The Largo Town Center Park is located in a densely populated area surrounded by a large townhouse and condominium community in Landover. The park was acquired through Mandatory Dedication in 1997, at which point the community requested that the park be developed for the benefit of the surrounding residential condominium development. Conceptual planning for the park amenities began in October 1997, at the request and urging of the community. Minimal improvements were completed thereafter and additional improvements were promised to be implemented in a future phase. The community has been patiently waiting for several years for the completion of this park.
The Commission recently received bids for park improvements at Largo Town Center Park. The lowest, responsive bid exceeds the budget for this project. In order to implement the full extent of the scope, the project requires an additional $779,000 in funding. Since this project was added to the Capital Improvement Program, construction costs have escalated and mandates and regulations have been put in place that have increased project costs.
