Title
AN ACT CONCERNING TAXICABS AND LIMOUSINES for the purpose of amending provisions of the County Code regulating taxicabs relating to, licensing, driver conduct, vehicle eligibility requirements, service parameters, certificate transfers, rates, limits of certain costs, charges, fees or assessments, payment methods, and generally relating to regulating taxicabs.
Background
This Bill amends Subtitle 20 of the County Code, pertaining to taxicabs and limousines. The amendments are designed to improve taxicab service for County residents and visitors. Among its provisions, this Bill establishes two vehicle standard levels that will modernize all taxicabs by: reducing the vehicle age and mileage caps; tightening the standards for appropriate driver conduct; establishing acceptable methods of payments in all Prince George’s County taxicabs by July 1, 2017; and increasing fees for taxicab licenses and for transfers of certificates.
9/29/2016: Prior to introduction CB-9-2016 (DR-2) was amended on the floor as follows:
1. On page 19, insert:
"SECTION 3. BE IT FURTHER ENACTED that the Director of the Department of Public Works and Transportation shall set the first year of the cap set forth in Section 20-152.01 as of the effective date of this Act. The cap on subsequent years’ costs, charges, fees and assessments shall be set by the method indicated in Section 20-152.01.
2. On page 19,strike “3” and substitute “4.; and" on page 19, strike “4” and substitute “5”.
