A RESOLUTION CONCERNING FOOD TRUCK HUBS-SPECIAL FOOD SERVICE FACILITY - MOBILE UNITS - REGULATIONS - LICENSES for the purpose of providing, as a provision having the force and effect of law, for amendments to regulations in the County Code concerning Food Truck Hubs concerning hours of operation and licenses for Special Food Service Facility - Mobile Units.
Background
Section 1017 of the Charter for Prince George's County, Maryland, provides that a Resolution has the force and effect of law but of a temporary or administrative character. Accordingly, this Resolution is proposed as companion legislation to a Council Bill in order to codify certain amendments within Subtitle 5 of the County Code concerning regulation and licensing of Food Truck Hubs and Special Food Service Facility -- Mobile Units in Prince George's County. More specifically, the amendments alter the hours of operation for Food Truck Hubs, where permitted, in the County and reduce the license fee for Special Food Service Facilities -- Mobile Units in the County.
Because Council Bill CB-48-2016 has been introduced but has not completed its prescribed public hearing upon notice in accordance with the prescriptions of Section 317 of the County Charter, it is the finding of the County Council that this temporary measure having the force and effect of law is needed to realize the purposes and economic opportunities associated with the operation of Food Truck Hubs in the County.
