A RESOLUTION CONCERNING STATE OF MARYLAND COMMUNITY INVESTMENT TAX CREDIT PROGRAM for the purpose of approving the proposal submitted by CASA de Maryland, Inc. (“CASA”) to the Maryland Department of Housing and Community Development for participation in the Community Investment Tax Credit (“CITC”) Program.
Background
This Resolution is for the purpose of approving the proposal submitted by CASA de Maryland, Inc. (“CASA”) to the Maryland Department of Housing and Community Development for participation in the Community Investment Tax Credit (“CITC”) Program.
CASA proposes to use up to fifty thousand dollars ($50,000.00) in tax credits to expand its Maryland Bilingual Adult Education Program (hereinafter the “Program”). The Program strives to improve economic opportunities and social integration for immigrants and low-income individuals by furthering adult education. The Program reaches over two thousand (2,000) individuals annually and includes the following components: English for Speakers of Other Languages (ESOL) classes; Spanish literacy classes; computer literacy classes; a “Parent-as-Teachers” child development education program, complemented by industry-recognized vocational training; and financial literacy instruction. Trainings will be offered in partnership with local community colleges, Prince George’s County Public Schools and the Montgomery Coalition for Adult English Literacy.
Section 6-405(c) of the Housing and Community Development Article, Annotated Code of Maryland, provides that the Maryland Department of Housing and Community Development may not approve a proposal for participation in the Neighborhood and Community Assistance Program unless the proposal is approved by the governing body or authorized designee of each county, municipal corporation or political subdivision that includes any of the priority funding areas that benefits from the project.
