Background
The purpose of this letter is to express the County Council’s position in the upcoming Commission hearing on an important public safety matter to the residents of our County and the State. Case No. 9425 - In the Matter of the Petition of Raiser, LLC & Lyft, Inc. for Waiver of Public Utilities Article Section 10-104(b) related to criminal background checks for Transportation Network Company drivers is the subject of a proceeding before the Maryland Public Service Commission.
The subject petition before the Public Service Commission raises questions about the proper role and regulatory process of criminal background checks in Maryland – importantly whether the public or private sector should control the review and licensing of drivers in both the traditional taxi industry and the new Transportation Network Companies or Operators (TNC/TNOs).
The Prince George’s County Council supports that the strong, fair and equitable application of the criminal background check requirements should be in operation for all taxicab drivers to be licensed in Maryland.
