Background

The proposed legislation clarifies that the scope of the law applies to both on and off-duty conduct, aligning with law enforcement general orders as long as the conduct is reasonably foreseeable within the scope of employment. Moreover, the legislation simplifies the original intent by focusing on civilian involvement rather than just civilian complaints.
