Title

AN ACT CONCERNING VACANT PROPERTY MAINTENANCE AND ABATEMENT ACT for the purpose of strengthening enforcement of housing and property standards on vacant properties; providing for administrative citations for unmaintained vacant properties; increasing the amounts of fines for repeat violations; and generally relating to vacant property.

Background

This bill will expand on the existing process for the designation of unmaintained vacant properties, and empower the Director of Permitting, Inspections and Enforcement to demand that a property owner correct the conditions or face civil or administrative fines of up to five thousand dollars ($5,000). If an administrative citation is issued, the matter will be referred to the Administrative Hearing Unit. Any unpaid fines may then be collected as liens on the property.
