Background

This is an emergency bill that provides for a special election to fill a vacancy in the Office of the County Executive. It eliminates special primary elections. The State requires at least 100 calendar days from a vacancy to a special primary election and at least 100 calendar days from a special primary election to a special general election. This bill would eliminate a special primary election which would eliminate at least 100 calendar days for the timing of a special election. The bill also covers a number of election particulars including: polling place hours, special election reimbursement, elimination of candidate placement on ballot by petition; applicable laws, publication requirements, filing certificates of candidacy, party designation; specimen ballots; references to the Board of Elections and making it an emergency act that will become effective on the date it becomes law.
