AN ORDINANCE concerning RSF-A Zone
For the purpose of permitting certain Public, Civic, and Institutional Uses in the RSF-A (Residential, Single-Family - Attached) Zone of Prince George’s County under specified circumstances.

 

Summary of Intent

This legislation seeks to amend Section 27-5101 and Section 27-5102 of the Prince George’s County Zoning Ordinance to allow specified public, civic, and institutional uses in the RSF-A Zone. The goal is to provide flexibility for community-serving uses while maintaining compatibility with residential neighborhoods.

 

Requested Changes

1.                     Amend Principal Use Table (Section 27-5101)

o                     Add provisions under RSF-A Zone to permit certain public, civic, and institutional uses as either:

§                     Permitted by Right (P) under defined conditions, or

§                     Special Exception (SE) subject to approval and standards.

2.                     Add New Subsection to Section 27-5102(e)(13)

o                     Define requirements for Miscellaneous Commercial Uses in RSF-A Zone, including:

§                     Size limitations (e.g., maximum square footage).

§                     Operational restrictions (e.g., hours of operation).

§                     Parking and buffering requirements.

§                     Compatibility standards with adjacent residential uses.

 

Key Considerations

                     Ensure alignment with County’s Comprehensive Plan and community character.

                     Include safeguards to prevent adverse impacts on residential neighborhoods.

                     Provide clear definitions for permitted uses (e.g., community centers, nonprofit offices, educational facilities).

Background

This bill promotes the productive reuse of commercial buildings within residential neighborhoods by permitting certain uses in the Residential, Single-Family Attached (RSF-A) Zone. Specifically, the bill allows a restaurant use to be conducted in the RSF-A Zone, provided that the restaurant is located in an existing commercial building and does not expand beyond the footprint of that existing building. The proposed restaurant will also be reviewed for its impact on traffic and the general character of the surrounding neighborhood. Finally, the bill also permits certain places of worship in the RSF-A Zone, provided that certain development standards are met. To ensure compatibility with the surrounding neighborhood, this use will also be evaluated on the suitability of its location and its impact on the surrounding properties.
