A RESOLUTION CONCERNING FISCAL YEAR 2019 ANNUAL ACTION PLAN FOR HOUSING AND COMMUNITY DEVELOPMENT for the purpose of amending the Prince George’s County Fiscal Year (“FY”) 2019 Annual Action Plan for Housing and Community Development by adding the Palmer Park Meadows project, an eligible activity not originally funded or described in the FY 2019 Annual Action Plan, and the reprogramming and reallocating of eight hundred thousand dollars ($800,000) in HOME Investment Partnerships (“HOME”) Program funds from the FY 2017, FY 2018, and FY 2019 Annual Action Plans to support the Palmer Park Meadows project.
Background
Palmer Park Meadows is a new construction HOME-assisted project, previously approved through Council Resolution CR-045-2017 for the use of HOME Program funds in the amount of nine hundred thousand dollars ($900,000). The Council Resolution, adopted July 18, 2017, amended the County’s FY 2017 Annual Action Plan. On June 1, 2018, the developer, Housing Initiative Partnership, Inc. (HIP) submitted a request to DHCD seeking additional HOME funds in the amount of eight hundred thousand dollars ($800,000) due to updated project and construction costs. Following a thorough review of HIP’s request for additional funding, the County formally approved and committed the increase in HOME funds by eight hundred thousand dollars ($800,000), for a total commitment of one million, seven hundred thousand dollars ($1,700,000).
This Resolution will amend the Prince George’s County Fiscal Year (“FY”) 2019 Annual Action Plan for Housing and Community Development by adding the Palmer Park Meadows project, an eligible activity not originally funded or described in the FY 2019 Annual Action Plan.
Additionally, this Resolution will amend the FY 2019 Annual Action Plan by reprogramming and reallocating eight hundred thousand dollars ($800,000) in HOME Investment Partnerships (“HOME”) Program funds from the FY 2017, FY 2018, and FY 2019 Annual Action Plans to support the project.
This Resolution requires at least one (1) public hearing because the proposed amendment to the FY 2019 Annual Action Plan would constitute a “substantial change” under the FY 2016-2020 County Citizen Participation Plan, as described in the County’s FY 2016-2020 Consolidated Plan.
