Title

AN ACT CONCERNING SOLID WASTE STREAM ANALYSIS for the purposes of amending provisions of the County Code relating to required ‘waste stream analysis’; amending the frequency from once every two (2) years to once every three (3) years; providing for a certain requirement; and coinciding with timing of the Ten-Year Solid Waste Plan.

 

Background

The Ten-Year Solid Waste (Plan) is an ongoing production that is completed and submitted once every three years. The Plan incorporates many variable factors associated with the County’s management of waste, to include waste origins, types, volumes, and regulatory requirements. Considerable data included within the Plan is gleaned from the Waste Stream Analysis report (WSA). The WSA is a four-season effort, occurring within the disposal fill area, and results in a comparative review of metrics that provide comprehensive data points within the Plan.  The current two-year cycle of the WSA results in a continuous effort (one year for gathering data and three months for finalizing the report). By matching the frequency and timing of the Plan and the WSA, the resulting reports will feature fresh data while saving the nearly continuous cycle of a two-year WSA. Each WSA costs the County approximately $80,000, thus resulting in savings and an effort as well to best utilize resources.
